If one seeks to create a new nation out of pre-existing peoples, mythology becomes important.  Mythology, whether of a religious, philosophical or historical nature, can serve as a glue to bind together otherwise disparate elements in a society. It is not enough to simply create this mythology; one must also propagate and inculcate it into the masses to the point where it is accepted unquestionably by the majority. In times past this fell to the priests of whatever religion served the rulers of the polity.
